Depositing money in non irish banks abroad

Does anyone know how its possible to setup a bank account in a foreign bank? i dont want any ties with irish banks or irish registered banks, would really appreciate some information at least. I know its possible if you have a foreign address as ive setup foreign accounts before, but not in the case of being non resident.
