This might seem like a strange request. I need a reputable ftp server for some testing I am doing. I would prefer to able to do from a command line prompt as opposed to installing a client interface

What is the ultimate aim for your ftp?

Will you be transferring files in the public domain or a subset thereof ( to anybody or just to members of a group).

Is it within a company with multiple locations, or from you to a client.

If It's either of the latter cases then I would say you should consider an encrypted VPN rather than ftp over the internet.

I am tesing the download speed of a smartphone at work. It has it's own ftp client installed. We are using speedtest websites but we also want to test ftp downloads.

Use ftp.heanet.ie Plenty of mirrors on it with lots of large files to test download speed.
