Just wondering is Anybody responsible for keeping hedges & branches trimmed on "R" type suburban roads?

On the way back from lunch I decided to go the long way which I've done a couple of times before to kill time. Anyway one thorn branch on it's own was sticking out across my lane as I came round a sharp bend. I couldn't really avoid it for obvious reasons on a bend with a white line. It's not overly bad and the marks seem to be just traces of bark instead of scratches . It could be worse, besides my the paintwork isn't great (stone chips etc from previous owner's), so hopefully a polish & wax will sort it out.

    The local council

Not any more its the Farmer/Landowner that owns the land behind the hedgerow. Funnily the council take no responsibility for the Hedgerow and put the onus for cutting on the Farmer. Yet if the Farmer wanted to knock the Hedgerow the Council claims ownership of it......

Under Section 46 of the Wildlife (Amendment) Act 2000 on 12th March, 2001, it is an offence to cut, grub or otherwise destroy any vegetation growing in any hedge or ditch during the period beginning on 1st day of March and ending 31st day of August.

You aren't allowed cut the ditches when they are actually growing in case you kill a few wee birds.
