Replacing Flat roof

    Afternoon all.

    I have two quotes to replace a flat felt roof that leaks in heavy rain.
    The prices are very close.
    One guy is proposing to remove the old felt and apply two new layers.
    The other guy is proposing to apply two new layers over the existing felt.

    Which is the best way to do this?
    I would think it would be ok to lay the new over the old but I may be wrong.

    Any thought?

    Is it just to replace the felt? Is the plywood still sound?

    AFAIK you can put new felt over the old stuff but it should be cleared of moss, etc and primed.
