My friends Alfa 147 passed with the light flashing. It meant the passanger airbag was faulty. The tester did not cop it so it seemed and didn't notice the engine light had been pulled out either.

The flashing airbag light indicates an error on the Alfa anyways, it then goes out after 5 secs or so flashes but it's still an error on the Alfas.

    What car is it anyways?

Is it possible the airbag had been switched off, I'd be looking in your glovebox for a key insertion slot to switch the airbag on and off. If it's switched off the light should just stay on as a warning. Usually 'flashing' airbag lights are problems with passanger airbags. Sorry I cannot be of more help.
