Battery Notification Pop Up

How do I check or enable the Battery Notification Balloon Pop Up on my Windows 7 Toshiba Laptop ?

When my battery reaches critical low level, a pop up message warning me would appear to warn me to charge battery.

However it does not appear in last couple days and goes dead.

Can anyone please advise me as to why it does not appear any more and how to rectify it.

    Thanks in advance.

When the laptop is plugged in or in normal use, the icon isn't showing?

    Control Panel\Notification Area Icons
The power entry should be set to "Show Icon and Notifications".

Yes thats enabled. The battery indicator is showing, however when it usually gets below ten percent a notification pops up warning me to plug in power.

This has not popped up last couple days. Then when i restart the wii fii has been turned off.

Currently, its showing 18% left. Thats when i move the cursor down over it. When it gets to 10% or lower the notification should pop up to warn me

In Control Panel > power options...
what plan is your laptop set to?
If you click "Change plan settings", "Change advanced plan settings", the end entry in the list should be 'battery'

    If you expand this,
check the "low battery level" percentage and the "low battery notification" should be set to on.
Also what is the critical battery level and critical battery action set to?

If they are set above the low battery level then you wouldn't get the message.
