fake calls from windows tech support

sorry if this is the wrong place (feel free to move) but my family have internet and home phone with eircom and we have been pestered by people ringing the house phone claiming to be help from "windows operating system". does anybody know why these calls are coming through or how to stop them. i am unsure of the procedure.…
