If you are a landlord, will this be your responsibility to pay it or not?

I had always thought that if metered water billing came into effect then it would be the responsibility of the tenant as they couldn't expect the landlord to pay for their wastage/over-use.

But if its a single, one-off tax, might many tenants expect LL's to pay it?

Legislation hasn't been published yet. It'll be interesting to see if the person liable is the owner or occupier. That'll have a bearing on it.

E.g. 2nd home tax is payable by landlord - not passed on to tenants generally
But TV license is payable by occupier - landlord generally doesn't care if it's paid for or not.
