What exactly causes waterspouts? I remember when I was in Croatia the locals of a small village we visited were talking about one that happened the evening before. They said people had to leave the beach. I thought these always remained at sea?

Not all of them are tornadic. Most of them don't come from supercells and wouldn't have winds over the 70 mph mark. Wasn't strange to see a few very weak ones on Lake Superior when i lived in Duluth.
