Are there are avenues by which a community or subset thereof can instigate impeachment against a Mayor or councillor on the basis of having lost the confidence of the people?

Impeachment is a formal process in which an official is accused of unlawful activity and the outcome of which, depending on the country, can lead to the removal of that official from office or other punishment.

Unlawful activity is a bit strong don't you think, there are plenty of public servants who want the 'fame' but can't do the work, because they are simply out of their depth and just not capable.

I've managed professionals all my career and I've a simple rule of thumb when it comes to getting people to carry out tasks:

Give a man a task that he is 80% capable of doing and a good job will be done [the 20% keeps him interested]

Give a man a task that he is 150% capable of doing, he will get bored and the task will not be done well.

Give a man a task that he is 50% or less than capable of doing, and he will come up with every reason for not doing it as his ego and pride gets in the way of admitting he cannot do what is being asked......

[However, give a woman any task and it will always be done!]

Yeah, impeachment would be for something illegal. I'd love it if we were able to recall our politicians, but that's one of the problems with our political system, once they're voted in they can pretty much do what they like.

We have democratic elections every 5 years.

it also depends what you mean by 'lost confidence'. The interests of a sub set of the community may not be the interests or priorities of the community as a whole.

Brian, this is actually a spinoff from a discussion on the STOP in construction at the new Greystones Harbour. It concerns, specifically, town councillors. The next local elections are not until 2014, so it appears we are stuck with our TCs until we get a chance to put them out...

Thats not your rule of thumb, thats Locke and Latham's (2002) Goal-Setting Theory..... mixed with a nice dollup of sexism there at the end :)
