Petrol out the tailpipe?

So I'm no car owner myself but walking up to the college the other day some guy blasts past me in a white car, fairly white exhaust coming out the back curious thing was that their was actual liquid either condensing on the cold tail pipe or simply flowing through the exhaust and splashing onto the road behind him.

Would this have been something wrong with the engine and petrol coming out or something else?:)
