    Is it against law to have a loading bay taken over with displaying products for sale all day?

    yes, a loading bay is for commercial vehicles actively loading/unloading for a maximum of 30 min.

    If somebody is using it as described it means that vehicles who are serving other businesses can't use it and may have to park illegally potentially causing an obstruction to other users and leaving themselves open to be fined etc.

    That would you be true but they tend to make you use actual parking spaces and pay for their use for the duration of the permit.

    Only in special circumstances - you might get a permit for a day or two if, say, there is an event on, not for the whole year.
