This was posted before.. but how I see it, I've already paid my fair share to Quinn for having insurance with them for 1 year.

The extortionate prices of insurance should be able to bail out any loss they might have!

So they are going to raid the fund set up to pay the victims of uninsured drivers? Disgraceful.

That's not the sole purpose of the ICF. It is there to cater for insolvent insurers, among other things.
