The course in Limerick seems to be 50-50 as to the ratio of History and English. Based on the fact that you were looking into taking History as a minor in NUIM I presume this is how you would prefer to study the subjects. N.U.I Maynooth would be my choice as to college. It is an NUI (better for international recognition especially if you are looking into post-grad work abroad) and it is based upon the site of one of Ireland's oldest and most prestigious universities, St Patrick's College. Also, the student body is significantly smaller, I would find this to be better academically as it offers a more intimate connection with lecturers etc.

However, the choice is yours. I would recommend visiting both campuses and gaining a feel for each college. If you are willing to go to Limerick, then, perhaps, you may be willing to travel to UCC, it is the best university outside of Dublin and has ranked substantially higher then UL and NUIM in recent polls.

    I hope this helps.

You can also do English and History as a TSM course at Trinity, which is definitely worth checking out. I'm just graduating TSM English, and I found it to be brilliant.
