Driving Instructors North / South!

Heres a question, Can Northern Ireland driving schools / instructors teach people how to drive in the Republic?

I live about 10 miles from the border and your guaranteed to meet a learner driver car with NI plates teaching someone to drive driving at 20mph out a narrow main road with nowhere to overtake? They make no attempt to move over for you either and hog the white line normally, you can live with the delays though. i have had on 2 occasions now had one of these NI instructor cars pull out in front of me at a junction / roundabout i came very close to going into the side of one last week, i mean inches! never had that done to me by a ROI instructor car. That car actually had an 086 mob number with south wrote on it, and a 077 mobile number with north wrote beside it, up on the roof plate, with no school / instructor name on it

At the start I thought it was people from ROI getting NI instructors to do lessons with but there are a fair few differences in the test, also i know a good few people from the north and a few of them have done lessons out on this side of the border?

I always thought that L drivers were not permitted to drive on opposite sides of the border it's part of your insurance if you read the terms and conditions (i know thats the way it is in the ROI) so are these NI car's legally or illegally giving lessons in the ROI.

All southern instructors by law must be registered with ADI which is a branch of the RSA. The lads up north won't be able to stamp the new log books all new drivers are required to have filled out before their test.
