Seeing as its a state service I doubt it would be legal for someone to publish them online for free.

As its a state service it should be free because
1: We pay Tax which has paid for this service so the information should be free
2: if you need to check the requirements for your own business or to verify something why should you have to pay ?

    That's Ireland I guess
I don't think you should have to pay! I'm saying that as they've decided they're going to charge for it, it's highly unlikely you'll find it somewhere else for free.
