My contract finished at the end of October and I called up O2 to cancel my account. Since then my USB dongle has been locked away in a cabinet. Got a bill for €80 the other day and after calling them up, it turns out my service wasnt canceled because I hadnt emailed. I asked how I could be charged when I havent been using the dongle for months and I was told the line was still being rented out. How can I have line rental on a wireless connection ?

Is there anything I can do or am I forced to shell out the cash ?

You have to cancel in writing, and since you didn't, then you didn't cancel at all. Whether you use it or not is irrelevant, the account was active.

O2 are the masters of verbal contracts, I'd give them a taste of their own medicine and stick to your guns that they agreed to cancel it over the phone.

Talk to them again on the phone and they may just wipe it off, If not they'll send you a fake court summons and probably a few threatining letters, when all that fails offer there debt collection agency 20 euro to take a hike.

Playing devils advocate here but where were your bills for the 3mts before they sent you an 80 euro bill.
If the modem was even used for a second after the contract end date you haven't a leg to stand on.

Yeah, he should have been receiving monthly bills since November. If they stopped billing, then it would suggest that they had accepted his request to cancel. If he had online billing set up, and didn't check it, then that would be user error.

Did they not tell you when you called to cancel that you should confirm the cancellation in writing (in any event it is just plain stupid not to confirm cancellation of any contract in writing!!!)

Do you have a record of when you called them?
