At symbol and accents not working

Hi, I recently got a new HP Probook 4525s with Windows 7, and the ''at'' symbol doesn't work even though there is a 2nd function key for it, and neither do my accents (fadas etc) I've tried alt gr etc, I don't know whether changing the keyboard language will make any difference, does anyone have any suggestions?
