    No they cannot.

    They are not netbooks, they do not run a normal windows operating system, despite what the screenshot shows. They have processors that would be worse than most mobile phones out at the minute.

    Avoid avoid avoid.

    EDIT: And to add to my post. These sellers ship from China, so you would be liable for any taxes incurred. IE around 25%ish on top of what you paid.

    Windows CE 5.0 Professional Plus - This is not unlike windows 98 , but you can only use apps written for ARM processors - it can't use anything that runs on windows 98 unless a new version was written for the arm processor , nor can it use apps for the new windows phones

    from a software perspective , the menu looks like windows, the name sounds like windows, but that is about it as far as using any windows programs you have ever used.

    Expandable Memory: SD Card, U-Disk, USB-HDD up to 8GB

    It's got a better screen and keyboard than my €80 pre pay phone (inc €20 call credit) which has a 528Mhz processor and wifi and 179MB RAM
    and bluetooth and gps and accelorometer and compass and touchscreen and magnetic sensor and light sensor and proimity sensor and radio -(did I say it also works as a phone)
    and there are far more android aps than windows CE aps ,


    If you could find decent games (you can't) it could be a kids toy
    you might use it for typing - and I mean typing rather than anything much more constructive.
