NPPR & "suitable for use, as a dwelling,"

    Hi all,

    Would a house without running water or a W.C. be considered "suitable for use, as a dwelling,"

    I have just posed this question to the local CC but I suspect they will defer me to revenue, I 'd appreciate opinions & interpretations in the meantime, thanks all.

    For those that are interested:

    The CC replied stating that the dwelling must have neither Electric supply or running water & must suffer from damp with photographic evidence in order to be considered exempt under the above.
