RCMP Certificate

Anyone know how long it takes to get a cert back from the RCMP in Canada? been waiting about 3 1/2 months now, contacted them and they assured me it was being processed but no time frame given. Also if you were brought to the attention of the police but not convicted or anything like that does it show up on it?
