Can't really help you on the "best value" off licence. Is there really much of a difference between them?
If SuperQuinn is too expensive I know there is an off licence on James St (though personally I'd avoid James St especially at night!).
Supervalue on Aston Quay is also handy for buying a few bevvies if you are on your way home from town and getting the bus!
There is a nice cake shop called La Boulangerie on Bulfin Rd about a 10 min walk from Kilmainham Gaol which might be worth checking out if you need a few cakes for that special someone ;)

Fine Wines on the SCR at Rialto always have great bargains on wine.
