Residence Permit

I always thought if one were an EU citizen, then you do not need a resident's permit to be issued by the Gardai. But I've since read that one might be required. I've tried to look on the Citizen's Info site, but it doesn't really make it any clearer. Does anyone know or is able to point me in the right direction? TIA :)
