Stamp Duty on a student credit card which has never been used or activated?

    I just got a statement from AIB telling me that I owe €30 in stamp duty for a student credit card. I applied for it last year when I lost my ATM card in Thailand but as it turned out I got the ATM card back, when I got home the credit card was waiting for me and I put it away and forgot about it.

    Do you have to pay stamp duty on the card if you've never used it? The card was issued some time in July, if I cancel it now could I avoid the charge?
