N25, Black cables accross the road

Hi everyone I was just wondering if anyone knows what the two black cables that are across the road N25 New Ross to Waterford are?? they are in 3 different locations between New Ross and Waterford and they seem to be connected to a metal box. Could anyone enlighten me??

Or maybe someone is running an extension lead across the road from their neighbour's house, because the ESB cut them off.
