This evening my brother won 1800 euro from betting on 5 diffrent games in the last 2 days being over 2.5 goals,
fair anuf happy days, but when he went to bet365 to check his account he was told his account was suspended for 21 days and couldnt gain access,
as you can imagine he was slightly miffed and a bit worried so he rang them and was told hed been paid the winnings into his bank account and given no explanation on the suspension.

Is this common? What would be the reasons for this ?and has it happened to anyone?

    Yes it's common.

I used to work in a bookies. If a punter won that in my old shop, we'd congratulate them heartily. They could place another bet straight away if they wanted.
