Interesting verbal declaration issue???

    The blinds are 50 - 100. the table folds around to the button who bets 300.
    Small blind folds.
    Big blind has 405 chips total including his 100 blind, he has all his chips in his hands while he thinks aloud and says the words "I am gonna have to call this".
    5 seconds later he puts the whole pile of chips in and announces "all in for 405"

    Question - is saying "I am gonna have to call this" equivalent to a verbal declaration of a call? Or is the player entitled to go all in?

    In this particular case the problem was resolved by the button and the big blind agreeing to allowing the all-in since it was so small as to be almost irrelevant and nearly inevitable post flop.
    The button won with a pair of kings.

    In a different situation (eg where there were more chips involved) this could have been a serious problem. As it was the debate over the decision went on to disrupt the table for over an hour after the hand had been dealt.

    Can anyone (especially experienced tournament directors) help us with this question?
