Stamp duty exemption

    Hi All,
I have completed the qualified young farmer 100hr and 80hr online courses for the exemption of stamp duty back in 2004/5. I am reading on the teagasc website that this is no longer sufficient to be exempt from stamp duty. Does anyone have any experience of this? Do I now need to do another course? If so its a money racket It cost about 2k to do the last 2 courses if I remember correctly.

Also on another note my sister now needs to be exempt for a land handover she has Level 5 qualifications and its not possible for her to complete a full or part time course as she works and needs to work. Is there an online option for her?
I rang teagasc a number of times but they just refer me to the website being the helpfull bunch that they are.
    Any help would be appreciated.
