When are the JC exams made?

I was just wondering around what time are all the exams drawn up? It would be helpful to know just to see what was topical around that time? One of my teachers told me they make them sometime in November? Any ideas?

Some drafts would be in as early as the previous summer.
Then the papers are set, checked, reviewed, questions decided on, papers translated, marking schemes made, etc. and they are sent for prinitng some time after Christmas.
