Focus Number Plate Question

    I'm driving a 01 Ford Focus hatchback. The corners of the front number plate seem to be bent out slightly. I decided to take it off to see if I could straighten it but once it was off it was perfect, I left it on a flat even surface and no problem.

    Interestingly, on taking off the back plate there was some sort of black spongy type of material (like soft cardboard is the best I can describe it) stuck to the bumper which the plate was placed over. I'm wondering if this is also needed for the front plate to help it sit better? Anyone ever seen this type of thing? The plates are not what came with it, there new ones the dealer put on himself.
