3rd provisional is out of date. What to do next.

    My brothers 3rd provisional is out of date. He has being driving for 6 years, but never bothered doing the driving test. What does he do next. Can you apply for a test without a valid licence, I doubt it. How can he obtain his full licence. He has used up his 3 provisionals.
    I suppose he could do what a lot of people do and just drive on regardless. Unless the police look for your licence and you don't crash, who really needs one.
