Stem cap question...

    I recently changed my stem for a slightly shorter one. I removed the old one and fitted the new one by tightening it to the steerer and then tightening the cap. I felt yesterday that the front end was a bit wobbly so today I loosened the bolts round the steerer and tightened the cap but now the steering is a bit stiff (and i could still tighten the cap a little more). What am I doing wrong? Hope I am making sense!

    Loosen the stem bolts and use the top cap bolt to tighten the headset, when play is removed and there is no stiffness to steering you can tighten the stem bolts
