Why doesn't he treat it before he puts it up?

It can be difficult, however careful you are, and depending on the style of fence, to paint only one side without some dribbles of paint coming through on the other side, which ends up just looking messy, and may annoy your friend's unfriendly neighbour as well.

Could he paint the neighbour's side first, before putting the new panels up?

Alternatively, if they're pressure treated panels, just leave them as they are.

No because they are being put up by a company who will make them to size and erect them. Maybe manufacturer could do it but cash is tight for my friend and he wants to get right colour to match back garden gate
how would you know if they are pressure treated? Thanks
