Jeep - private vs commercial tax and insurance

My sister has a 4 x 4 jeep which she uses for private use. No seats in the back. Up to now she has always insured and taxed it at commercial rates but due to new law will be paying private tax from now on. Will she also have to take out private motor insurance? If she takes out commercial insurance as she did previously, will she be penalised if she has a claim as the jeep is not used for commercial reasons?

My jeep is a commercial, and although I have a commercial policy on it, it is for social, domestic and pleasure use and for my own goods, not for business use.

So shouldn't be any issue really.
