Tyre/Wheel advice

I'm building an old 531 framed racer into a daily commuter and need some advice on tyre/wheel combinations.
My main requirements are comfort & pot hole resistance also they have to fit an 80's frame. Current rims are 622x13. Min clearance for tyres is 45mm at the front fork and 35mm at the rear wheel, near the bottom bracket. I could keep the current rims as they are mavics and still true despite being 25+ years old & if I did that what's the biggest tyre that I could fit? Changing wheels is also an option as I am considering putting an 8-speed hub gear on it. Would there be a suitable combination if I went that route.

I have used 622-37 on Mavic Open Pro rims without difficulty. I think these have a similar interior width to yours.

    Cheers,

Wow, thats way above the 2:1 max ratio Sheldon Brown advocates.
Forgot to ask on my original post but can anyone recommend a good wheel builder in the Dublin area.
