keyboard layout/ key strokes

I have a dell inspiron 1505, xp sp3 and I cannot figure out how to change the keys around. ie. The @ symbol is produced by pressing the " key and vice versa, also I have no euro symbol. Could anybody please advise, TIA

then change the keyboard language to irish
