Why do Met Éireann reports often conclude with the term, "On all Irish coastal waters and on the Irish Sea"?

Isn't the Irish sea a coastal water too? Why is it singled out?

    From a curious Lapin.

I suspect it is because the Irish sea is not fully Irish as in the UK has coastal waters on the Irish sea too and shipping companies/ferries/fishermen and women have to be warned about the extent of the warning.

I am probably wrong, just guessing.

Coastal waters only extend to I think 12 miles offshore, so anything further out than that is not included.
