Underwater pool lights problem

My gyms swimming pool in Drogheda has underwater pool lights encased in the pool wall. They regularly turn these on. While swimming the other night I noticed that one of the casings had come away from the wall underwater and water had filled the cavity. I told the staff and they said someone had been called and no one was going to turn them on. Is there a chance of electrocution if they accidentally turned these on while people were swimming or is there fail safes for pool lights. This pool was built around 1990 I believe.
