    Shenanigans at AMNCH.

    Seriously, are these bright sparks trying to get rid of every NCHD?




    To all NCHDs,

    Dear Doctor,

    Please be advised that as and from Monday 4th April 2011 there will be an office in the Atrium (Meath offices), staffed by HR Personnel, for the purposes of facilitating the sign in and out of all NCHDs.

    The office will be open from 7a.m. until 7 p.m. Monday to Friday.

    All NCHD's will be required to attend the office to sign in and out from this date.

    Out of hours arrangements will be communicated later in the week.

    We look forward to your co-operation with this new interim arrangement.

    Dear Doctor,

    Further to our e-mail of Monday 28th March, 2011, Out of hours
    arrangements for the recording of NCHD timesheets are as follows:

    7pm - 7am and weekends please text or call (Mobile number to be
    confirmed on Monday 4th April) on arrival and departure from the
    Hospital. You need to provide the following information:-

    Name:
    Specialty:
    Start Time:
    Finish Time:

    The Roster Office in the Atrium will be staffed from 7am - 7pm Monday to
    Friday.

    Please note that from 4th April 2011 onwards the only NCHD timesheets
    that will be processed for payment will be those generated through the
    NCHD Roster Office. The recording of your hours on the CORE system is
    suspended.

    Your timesheets will be available for you to view in the Roster Office
    from 7am to 7pm Monday to Friday.

    We look forward to your co-operation

    I can't see what's so terrible about it, tbh.

    we're not above being accountable and proving we work the hours we claim to work.

    plus it will prove to them just exactly how many hours people do.

    The thing is though, it's nothing to do with being accountable, because theyre not going to be paying the hours anyway. Plus they have suspended an electronic swiping in system to do this. It's all about picking a stupid fight to flex the muscles. This is a copy of a memo they have also sent this week. Basically if the consultants don't lie about the hours the NCHDs are working, they will have the jobs taken off them for the next rotation. To hell with the patients, workload, etc. Bad crowd in fairness.

    Re: NCHD Posts/Unrostered Overtime

    Dear Colleagues,
    As part of the service planning in 2010, clinical teams were allocated quotas of unrostered overtime hours, which were to be planned and managed directly between the NCHDs and Consultants. The projected saving as a result of this initiative was estimated at €1.5 million, but to date this has not been achieved and there have been significant claims in excess of quota which are now being dealt with in the Labour Court.
    A decision has now been taken by the CEO and the Management Team that with immediate effect, Consultants across all directorates have been requested to give an undertaking that they will sign off unrostered overtime only to the pre-approved quota as set out for the specialty. Where an NCHD works in excess of quota each specialty should have a mechanism to allow that NCHD time off in lieu.
    The CEO has advised that the 25 NCHD posts will be taken out of the system on 1st July in the areas that are not adhering to quota.
    In addition, he has directed that Quotas must be introduced for the interns in addition to their rostered overtime and these quotas must be strictly adhered to.
    A copy of the approved quotas for your specialty is attached.

    What an excellent plan. In areas of the public service with excessive need fo junior doctors (as determined by the breaches of the quota), remove funding for those doctors.

    Therefore, the most in demand areas of the speciality will be identified and made outsource-able to the private sector.

    What management consultant thought this up? It's genius!

    It is likely that 25 posts will not be filled due to shortages of NCHDs in Ireland. This is being foreseen and now, through above mechanism, BLAMED on Consultants... genius alright !

    People ARE and WILL continue to die in Ireland because of HSE mis-management.

    I would have been delighted if this had been mandatory to sign or swipe in and out when I was doing NCHD shifts in the very recent past
    I'm sure the majority tend to under-claim hours...and it would also catch out the tiny minority that might over-claim (if any)

    I am certain the overall result will be higher cost to the hospital...if they actually pay it

    re: the practise of cutting funding/jobs to departments not meeting targets: well, the usual short-sightedness there :mad:

    Hmmm I should think that with this new system the NCHD's should have to sign off on the form before it is finalised others the HR people can just put whatever they feel like down.

    OP get the IMO in on this.

    TC80 that memo is hysterical. Forward it on to the newspapers or Vincent Browne or something

    Edit: Better yet - forward it on the Stephen McMahon of the patientss rights organisation. Oh and give copies to patients and family members as they enter the hospital.

    Does anyone know how many NCHD posts there are in AMNCH Tallaght currently?

    Also, imagine, for a moment, that quotas are adhered to, will 25 posts still be cut?
