Time between a medical and confirmation

My girlfriend had an interview for a graduate position at the start of March. She got a phone call about her references and the following day another phone call asking to attend a pre-employment medical. The nurse on the day told her she passed the medical and sent off the email to HR saying that everything was grand. The HR person within the interview mentioned that it could be an immediate start, which she has no issue with as she is working part time at the moment. It's almost three weeks since she done the medical and not a phone call or email yet. After the first week she sent an email to the HR person asking did they did need any more information but she got no reply. As you can imagine she is getting fairly anxious, I'm advising her to give them a buzz tomorrow evening but she doesn't want to sound too pushy.

What's the general lead time between a medical and receiving confirmation? The last time I had to do a medical I found out I had the job that evening. Has anyone had an experience like this before and how did you go about handling it without sounding pushy? If it was me I would have picked the phone up already but obviously she doesn't want to push the issue in case something has gone wrong with the job / funding / project. It's bad form to leave people hanging like that, effectively between jobs. She isn't the only one in this situation, the nurse doing the medical said she was the 5th person that day in for a medical.
