anal gland issues - to remove glands or not?

I am posting on behalf of a friend. Her dog has continuing anal gland issues and needs to have her glands emptied every three weeks. Not only is this highly unpleasant for the dog every three weeks, but the costs involved are high. Though her owner is willing to continue to spend the money on having the glands emptied every three weeks, she is concerned for the welfare of her dog, as the procedure is not pleasant and this is a life long condition. The owner has been taught how to empty the glands herself, but feels that if there is an alternative to doing this, then its worth considering.

Has anyone had a similar problem with their dogs and if so, did they go the surgery route to solve the problem? The surgical option has been recommended by some vets, discounted by others. The opinions on the surgery to remove the glands seem to be mixed, so if you have had experience with this area, can you please give some advice/personal experiences.
