    I have a question.
Let say you have a ban in the UK and you move to ROI, can you apply for a provisional in the ROI?

I believe you have to declare on the application form, if you are banned elsewhere in Europe. Also, you would not be applying for a learner permit if you hold/held a full license elsewhere.

This is not the case it is a ban and a resit of the test.
So after the period of the ban I would need to apply for a provisional in the UK anyway. My question is really, do I need to wait until the ban has expired before I apply for the provisional in the ROI

A quick look at the legislation cited seems to suggest that there is mutual recognition of disqualification from driving between states. So your UK disqualification can be applied here but cannot run any longer than it would if you were convicted of the relevant offence here.
