how does this guy get away with taxing this pajero as a commercial with 5 seats in it? he just uses the space where the 3rd row seats are as a boot.
    is this legal?

"commercial tax on book" answers it for you.

He's literally just getting away with it. The same way as an eejit youngfella driving a honda civic with a 1.8 integra engine who has it registered as a 1.3 or 1.5, hence seeing "only 1.5 non vtec on book" on ads for them for sale.

I should also add that there are a few "commercial" landcruiser amazons with 5 seats around because peopel welded a big box into the floor to technically give enough space to qualify

i know about registering a car as something its not

but how does he get it through the d.o.e test with out the tester saying, hold on a minute, 1,2,3,4,5 seats?

i see he has the rear sectioned off, so it looks like a perminant job?

Um, so If you have a pre 2003 that is currently regd. as commercial. Can you modify it and add in extra seats and still be registered as commercial?
    (being a crew cab?)

Not "on books" job but legit?

I'm pretty certain the load space isn't big enough in a paj to do this.
    This yoke should be avoided.

That said its registered as having 5 seats
    Dodgy vro inspection surely.

moe than likely he moved the 2 front and back seats forward to make up the increased loadspace inth rear. think the loadspace had to be 45% of the vehicle...my mate has an amazon 00 crewcab and the seats were moved forward a few inches..sum yoke
