1. Yeah, there'll be plenty of casual play at CXC 2. You should also look into checking out Dragonslayers on Tuesday nights where SSF4, MvC3 and BBCS all get some play at the minute, and Q-Con XVIII in late June is likely to have plenty of fighting action. This video was taken at Q-Con XVI:
2. Generally it's bring your own controller, although if you don't mind playing on the standard 360 pad there will obviously be some of those lying around.

As far as SSF4 AE in Ireland goes, you're out of luck as far as I can tell. The Odyssey Bowl used to have Tekken 6 BR, but not anymore. I've been to Dr Quirkey's on O'Connell Street in Dublin a few times while I was there for tourneys, and while I'm reliably informed that it used to be great, the most recent thing it has fighting game-wise is three cabinets running the original Tekken 6.
Best place in Ireland as far as arcade gaming goes is probably Replay Games in Bangor, which isn't actually an arcade at all - their main business is selling console games, collectible card games, tabletop RPGs, anime, manga and related merchandise. That said, they have BBCS, the original SF4, T5DR, KOF XII and a few other fighting games (but apart from T5DR they only have one cabinet, and I believe it usually houses BBCS). I recommend paying them a visit if you can - it's been far too long since I've done so myself.0
