    Whatever that is..

Can someone tell what and where I can find such a beast! I am not talking about a BER accessor as they seem to have limited knowledge beyond using DEAP. I spoke to a guy up north who wanted alot of money we dont have.
Any recommendation for someone who does more than input a few figure.

What is it exactly you require a consultant for?

I am in South West Dublin and the house will be in Carlow.

I want someone to look at plans and advise on insulation, effects and perhaps layout of HRVS, Solar and general water heating needs. Future proofing from the point of using oil now but want HP in the future. Using Stoves and what level/type of stove to use, as I hear of people putting in stoves that are way too powerfull for airtight house's and they become unusable. Using gas hobs has ramifications in airtight and may need it's own air intake, not to mention hooker hoods.
    etc etc etc..

I think it's unlikely you'll find everything you want in one specialist but I do think a good (stress GOOD) BER assesor would be the best place to start as they will take your plans and can work out what effect different insulation approaches will have and can factor in air tightness and also what out-put of stove would be most appropiate.
As for planning solar and heating needs again a fall back would be your BER assesor and from the information they will be able to provide regarding your needs go to a heating engineer and let them work out what system will meet your needs.
Regarding the gas hob, I can see you there may be concern about combustion air-supply but personally and I'm not an expert I don't think this should be a major issue, unlike a stove which will be lighting for hours, as there should be plenty in the air-supplied by a HRV and any good system will have sensors to detect CO2 etc and compensate for any increase in levels.

Passivhouse consultants with a background in architecture or technology are best to do this. The passivhouse treats the house as system and aggregades all the inputs. It models the house accurately and can use local weather data. BER uses comparisons with a notional house and isnt as accurate for getting the heating load. Using evidence based approaches, They would usually be able to try out different types of wall and roof specification and combinations of heating systems to help select the one that best matches your requirements for comfort and your budget.
