Where can find a tutorial on how to achieve this effect?

I've seen a few images like this on the net, but can't for the life of me find a guide on how to achieve it. I have an idea myself but would like to read up on the process.

I just want to experiment with it.

Anyone know how it's done? Or where to find a tutorial on it?

Looks like a lot of liquify filter on artwork drawn over a source image.

Brilliant!!! Although, like 5uspect said, I was kinda hoping to find out the steps involved to learn something new about PS. It's a great starting point though. I'm going to look into how the plugin works.
