I see a lot of pictures of proper race bikes with the bars lowered right down, what effect does this have on position and performance, or does it have any?

At the risk of oversimplifying, the lower the bar the more aerodynamic, and yes, it does make a major difference. There is a point at which there is a trade-off with comfort and the amount of power you can put out.

However you do see a lot of amateur riders who lack the flexibility of the pros but lower their bars to mimic- often these guys will never use the drops as a consequence. You need to put the bars at a height that is comfortable and usable for yourself.
