Will a diesel car fail the nct if the heater plugs light stays on during driving?

If it wont fail, would the NCT tester (be willing or refuse to) press a button to engage heater plugs (for 3 seconds) before starting car?

Its a long story for an explanation, but its to do with running the car on waste veg oil.

Don’t know about the glow-plug light, but I tested a car twice (and passed) that required the NCT staff to use a little printed procedure turn off an immobiliser and manaully prime the fuel.. there was no issue.
