Any online resource to add price stickers to images?

I am working on a site where the client will be posting special offers (using WordPress Custom Post Types).
Each special offer can have an image associated with it.
I created a test image to demo the feature to the client. I used some free badges I'd downloaded.

Is there any online resource where the client could upload an image and easily add text and badges? I want to avoid badly done images in Paint.
I could send them to Web 2.0 Badges but they might have difficulty pasting the image on top of the other photo.

There could be some way of solving this using z-index layers with the product layer than the badge/no badge image on transparent bg layer and then price. Of course WP CMS limitations might mean this is a total non-starter. Nevertheless, it might be worth a quick look using some basic text layers to see what happens.

I can do a z-index text layer on the pages where the image is displayed but on the home page I am using a jQuery slideshow so I do not have the same control.
