Is the city mains considered hard-water?

The scale in my kettle says hard.

It's not the worst going though, my Granny's kettle had to be descaled weekly.

Galway city has a mix of hard and very hard water.

Seems a little hard in my experience. Soap just doesn't work quite right over here.

I de-scale the kettle almost once a week.
Hardness varies between 160 and up to 400 ppm. The hardness of water becomes a problem at over 200 ppm.

I've never had a problem with water hardness here, soap works fine, and never had problems with limescale.

Although I live in an apartment complex, so maybe it's filtered somewhere along the way.
